BB creates a huge hierarchy. Equality is BAD. The more the people are UNequal, the better every little difference is. For example, consider Winston's visit to O'Brien's flat. Soft carpet, clean walls, functioning lifts, real wine and chocolate and cigarettes. These are not big things, but since Winston doesn't have them, they seem like huge luxuries. This is explained in Part II Chapter 9 ("the book").

The Inner Party also controls everything that Western people VALUE (family, freedom, privacy, individuality, peace, dignity) and ENJOY (money, food, sleep, leisure, sex). By systematically taking away these things, BB remains in control of all the citizens . . . except, of course, the Proles, who live in squalor but are the only happy people in Oceania. The Party ignores them because they are too stupid to revolt. But because the proles are allowed family and freedom (to a degree), they are happy.

24 hour surveillance and the Thought Police. Whatever a Party member does, they are being watched and checked for purity of action, and even thought. Disobedience is impossible, which pretty much ensures complete subjugation.
