There are two parts to this:

Firstly, the Party. Party members were trained from childhood in rejecting sex as an enjoyment and merely doing it to procreate, within what passes for a Party marriage. In this means, the Party would continue its growth with the increasing population of Party families.

Secondly, the Proles. The Proles were not strictly controlled as to either movement or freedom, and Orwell gave little away as to how the Proles were controlled, other than by the use of fear and loathing of the enemy, although he did give away the crowd's emotion when new saucepans were available on a rare occasion.

The means of controlling them was economic. The Party controlled all of the money supply and all production - evinced by the Party even producing pornographic literature for the Proles. By controlling the money supply, the Party would have operated by the simple expedient of reducing money supply if the population grows, or increasing it if the population starts to fall.

Also Winston mentions that there were random explostions in the Paroles districts. So BB could be bombing them, but this also filters into the common enemy theory you mentioned.
