No piggy-backing stupid bills onto the ones that are sure to pass because they can't stand on their own to become laws.
In countries where oppression, genocide & other atrocities are allowed by the government to take place, the leaders and/or perpetrators are not subject to the rules set forth in the Geneva Convention. I am not advocating torture - killing them quickly is fine.
Mind your own business! As long as they are not harming others, stay out of everyone else's bedroom, religious beliefs (or lack thereof), government processes, lives.

1. A person's privacy and right to speech and writing and to their own body cannot be violated under any condition except partially under the condition when they broke this exact law and it has been proven that they did so and to what extent, or when the person has agreed to have their privacy fully or partially violated to a particular other person(s). (sorry for quirky wording, but you have to make a law work somehow) [Did anyone even get what I wrote?]
2. Welfare for non-working people (excluding mothers, widows, disabled people, whatever) is disbanded, instead, people with no jobs are fed and given shelter but they are not given money. All people who receive low salaries for their jobs receive free public benefits from the taxes payed by people who have high salaries for their jobs. [This is almost how it currently works except I would want to make it official so that people won't come up with ridiculous ideas of the "make all schools private" sort]
3. Every person has a right to carry a very particular gun. This gun has short firing range, it has just enough firepower to deal severe pain and damage, it is easy to acquire and it is expected that pretty much everyone (above 18) has it. All other guns are banned for civil use except under special hunting or collector licenses.
I probably can come up with something better, but I have problems fitting laws into the current government system.

2) The richest 10% of the world will give half their assets to the poorest 10% and so on down the line until we reach the median; whereupon we begin all over again from the top
3) All forms of salesmanship are abolished. This includes real-estate, automobiles &c but also national & other ideologies, religions, philosophies, crash-diets and most especially all forms of advertisements for oneself such as ‘charm:’ romantic or political...

2)Fix the puplic schooling. by hiring better teachers, highering the standers, giving free tutaring(or however you spell it), let chidren pray in school, and give them books of chalinge.
3) Let renters have pets at home.

1. No one will hurt any child again. If you are caught molesting a child, you will have your penis loped off or your vagina sewn shut. If you are caught beating a child, your hands will be cut off. If you are caught starving a child/locking them in the closet, you will be starved and locked in a closet. If you are caught burning a child with cigarette butts, etc, you will be burned the same. And if you are caught verbally abusing a child, you will be locked up in a room and told what a piece of **** you are. Whatever you do unto them will be done unto you, but worse. Second offense is punishable by death.
2. There will be no more religious wars of any kind. If we're going to fight, we'll fight over gas prices or the right of stupid people to rule certain portions of the planet.
3. All will work to protect the environment.

I wonder what enforces the laws. My three might be something like this:
1. Enlightenment is taught in schools, as well as history, art and science.
-Ontology and logic will be the foundations of the teachings of school. We have to understand that there is something as reality, or nature, and then human understanding. Now, human understanding does not always correlate exactly with reality; some of it does, some not. Too much of it does not, as it has evolved not out of logic or reason but out of an effort to preserve the identity of the culture in which it was developed, as language is the basis of culture.
-Morals will be a result of logical thinking and ontology, as well as compassion and empathy. As we understand ourselves to be a part of the world, we will be rid of the delusion we are seperate, and not responsible for our actions. The morality of not doing harm to other people is also a part of the third law, and beside its resonance with all people, the reason for it will be that is logically the best way to live.
My view is that morals, logic, reality, everything that we teach should not be taught as something difficult to understand, but since it is true, it should all be apparent. Compassion will be taught as natural. Since we are not seperate from each other, doing the right thing is no longer a difficult task, or duty, but is as natural as helping yourself. Just like the healthiest people of our own society, the entirity of this society will be taught to think this way. If you do not think it is possible, just look at the Dalai Lama. Look at what is possible.
2. There will be no law, other than the three laws.
-There will be no politics. One person will not have power over another person, not political leaders, not men over women or white over black, even my policy towards children will be radically different.
Children will be treated like other people. They will be included in a way that has never been seen in our society.
What claim do we have on this Godlike authority we exert on our children? We own them, and this is virtually evil. What right do we have? They are entities, too. They are thinking things, like we are. Why is age the all-powerful divider? The way we treat children, we estrange them...
Since we are so much more powerful than children, we completely miss their value and merit as persons in our society. We don't understand that they have as much rights as any other person, instead we withhold their rights until they reach a random (oh so painfully random) age and then they are adults. We are physically giants to children, and they are helpless at birth, and we have a responsibility to take care of them while they are helpless, but we misinterpret this and take it further to mean that we own them, and this is one of the biggest flaws of our society. They are persons, they have an identity as much as we do, in fact in many ways they are higher than us. I am not saying we should worship them, but science now for decades has understood that infants are in a state of non-ego, of atman, or oneness with the world, which is the very state that we are ever striving for after our ego evolves. Atman is the same state we come and go to.
Therefore chlidren are taught logic and ontology, critical thinking, (as well as fun and whatever else, the things that we do to live in this world) but...I really don't know how to describe quite what I am trying to. Our race could grow and learn so much, and become so much higher than what we are. Children are hardly taught anything, they are taught happiness and bliss, we laugh with them and yet we learn from them, I mean really learn, new ways of understanding. The world is a safe place, so we are done with our fear. Children are our teachers, they teach us new ways of thinking about the world, I mean our ontologies, and children rule the world, not in the future when they're adults, but as children. Because we've long ago realized that the distinctions of the past are completely absurd. Children and adult. We could seperate it into years, maybe, would you agree? This one is a one-year old, and that one is two, and that one is thirty-one, and that one thirty-two. But we shouldn't stop there, we should divide it up into months, weeks and days, minutes, seconds, until we come to the most valueable division, the now.
We teach children our deepest wisdom when they are just entering this world, because that's when they'll understand it. As best we can communicate it to them, so we teach it. They can understand so much at such a young age, and we are missing near infinite potential.
So children have a role in our society; they probably have interesting lives, and they love the seasons, and they are enlightened at an early age. I do not know what roles we will give them... I do not know what roles we have or play. I do not know what jobs will be done, or hardly anything else for that matter, but I do see it as being wonderful, and very different.
-We question everything. We question laws, we question no laws, we question thinking, we question no thinking, we question ourselves, and we realize, basically, that everything we've been taught is wrong. We are not trying always to a new place, but that is the reality of it; reality is eternally changing, and we are always questioning it, always aware, always looking around us, and seeing what reality is. We do not worship reality, - what is worship? - but we do acknowledge it..
In this way we will grow. We will see what is absolutely possible, and our society will be like no other, although it will be precisely nothing more than a society where everyone is able to pursue happiness, and a society that plans to live for a long time, as opposed to the current one which seems to wish to die.
3. We shall live and do what is best for ourselves, the earth, and other creatures we share it with.
We conserve the resources of the earth. We do not use natural gas and other non-renewable resources for so many things that are unnecessary. Food and product are produced locally, what cannot be will be transported by means that do not destroy the environment in the way we move things now.
Producing food locally will change the structure of our society. Larger cities will be unmaintanable, as the roads will be too crowded to get food into the inner cities. Towns will only be allowed what they can produce locally, and what they can transport in. And without natural gas, it will be less possible to transport large quantities of supplies.
We do what is best for ourselves, that means the food we eat is healthy, we do not try deceive ourselves by our tastes - fatten food up with sugar and whatever, preservatives - so we like the taste of it, but is not healthy. What is healthy can taste good, and in fact tastes infinitely more good to us, and this applies to everything else as well. The whole society is basically founded on this principle of goodness and truth; we do not have a government that lies to us and abuses us, we are no longer deceived by all these things...
No more war. If we do not do this, war and worse wars will come, wars over energy and resources. There's no reason for war.
-And with enlightenment, we will understand that we can live in peace, be happy and beautiful and still live. We'll understand that what is good for others is good for us, and what is good for the earth is good for us.
-We do not eat meat. We have compassion for animals, and we have evolved past the belief that we are superior in every way to them, and therefore have the right to slaughter them at, yes, we call them this, slaughterhouses. Whales, for instance, can live at extreme pressures and live off of plankton; this is a very high evolutionary ability, and the reason for it is that they have lived in that environment for so long.
Eating meat is not completely outlawed, but since we realize how much killing we have done, we do take a big step towards vegetarianism. We have respect and compassion for animals. Of course we have evolved all along eating other creatures, but we don't do nearly as much of it now, for one reason, it's probably healthiest to eat a little amount of meat. Hahahahaha. :)

you know, if we abolish hunger then population will just increase, and increase, unless we have a reason to be conservative about population growth - we should have a reason, which is too many people is not good, but still we have families of 5 and 14
and your # 2 and 3 seem like they would be covered by no laws, and enlightenment should be taught in schools (if you can stomach that one :))

1st law
all will make sensible desicions with patience and understanding tempering even the most violent of situations, if speed is a must then do so accordingly
2nd law
we will be sensible and kind to all, if someone displeases you, step back and think of why using the first law, then if the thing that displeases you about them is a mannerism, then bring it up in polite conversation, absolutely no talking behind the backs of people unless it is supposed to be a good surprise.
3rd law
everyone shall do everything they do to the best of their abilities, if it's politicians vying for a bill, then it had better be a good bill. if it's a craftsmen, his highest quality should also be his lowest.
these laws shall be maintained strictly by Hammurabi's Code. all proceeding shall be brought up in a court of people separated by society so that society's downfalls shall not be imbued to them as well

2) Any polution to stop. I not talking about "Global Warming" I mean the litter in parks and streams the main issue in my eyes.
3) Cheesecake should be availible at every corner of the street. I LOVE MY CHEESECAKE!!!(that wasn't Miss America talkin' that was me)

I like and agree with a lot that has been put up already, so excuse me for copying a few ideas.
1) Guns will be banned and war abolished, the billions of dollars saved from that going to abolishing world hunger and providing free medical care and education to all.
2) Oil companies will be taken in down in place of some MAJOR energy source changes. The huge amounts of money going into oil will be redirected entirely to research and development in solar and wind power, as well as electric automobiles.
3) All forms of patriarchy will be dismantled and marginalization of women in the media will be made illegal.
If i was allowed a 4th I would make everyone a vegetarian.

Second is, I'd abolish legal plunder, or, taking something from someone without their consent and giving it to someone else.

1) Every person in the world will have a specific task / job. It is my contention that if people have a job, skill, talent, anything that makes them feel useful, happy, and gives them a sense of accomplishment (and they get a fair wage) then everything else will fall into place. I don't know how to make that happens, perhaps some sort of test....questionairre, psychological evaluation....I don't know.
2) The best minds in the world will be sealed in a think tank until they can develop the technology for transporters and replicators a la star trek.
3) The punishemnt for littering is to live in a waste dump/junk yard for a period of time based on the type and severity of the litter.
