Well, that's quite a hard question! Indeed, I've read so many critical theories that I'm not really sure.
One of the problems is that we are not told what happened between them before the play started: were they friends or lovers? Anyway, what we do know is that Hamlet feels terribly disappointed by her actions. She spies on him in order to please her father and the King, and he reacts madly, abusing her and advising her to go to a nunnery. He behaves in a very cruel way towards her, perhaps because he thinks that all women are lustful and lascivious (as he considers his own mother!). As a result of Gertrude's actions, Hamlet begins to despise women in general, and Ophelia (being the closest to him), suffers the consequences of his bitterness.
If I may stand up for her, let's bear in mind that Ophelia was oppressively lonely at court. She had a strict father, an absent brother, and no friends. We could easily surmise that she fell in love with Hamlet, especially since she treasured his love letters. I can imagine her hopes of getting married and starting a family away from that gloomy court. Hamlet's angry words and mistreatment shatter her hopes, and her hopelessness drove her insane. Then, as Gertrude said, we don't know if she went into the water, or if the water came to her.
