I have been wondering exactly when it was set myself. I think it must have been either before the Industrial Revolution or right at the beginning. For a start, King George is on the throne, which places it before 1810. Secondly, Silas Marner makes a living weaving on a loom at home. This would not have been possible once the IR was under way. The Spinning Jenny, the Mule, all those water mill and steam powered fabric factories would have made it impossible for a cottage industry to compete. It was pretty rare for a working class person to move from the city to the countryside during the IR. People were flocking the other way.
