Occasionally, I find this forum, I have some questions which confused me, and I hope could get help or advice from here.
I have learnt English about ten years, however, sadly, although, I can read English books, article or newspaper without any difficult. But I cannot write out an elegant essay or composition, even include errors in grammar.
Another question, in many times, without listening obstacles, but I could not speak English fluently. Oh, my god!
My native language is not English, and in my daily life, less people use it.
How to improve my level of writing and speaking as soon as possible?

You wouldn't believe it but, even native English speakers constantly make errors while writing!
Writing a good essay need not only a good command of the language, but lots of experience about what to say & how to say it.
You can read a lot of books (novels, classics, etc) to have a feel of the language and understand how the language is used.
Also, search the web for articles in your area of interest and read them.
As for spoken English, buy some Spoken English audio tapes, watch English movies and serials (lots of them!) and you can learn how the language is *pronounced*.
You might know this already: English is a Stress timed language (http://en.wikipedia.org/wiki/Stress-timed_language) while Indian languages, Chinese, French, etc are Syllable Timed Languages (http://en.wikipedia.org/wiki/Syllable-timed_language) which makes it diffcult for a native speaker of these languages to master English! Not too difficult, though!
I constantly have problems when switching between my native tongue and English!

The Merriam Webster dictionary (http://www.m-w.com/dictionary/enter) has a handy pronunciation option for words if you click on the little red speaker icon after the word.
As far as writing in English, well, I guess practice is really your best bet, software for correcting grammatical and spelling errors is touch and go.

watch Movies!! that's how I learnt most English words....
and try to meet some people, like here or in a chatting room,..

It's not bad and it's not a problem to be weak in English as my second langauge is English i used to make alot of mistakes and still make mistakes
as no one is perfect :)
to me if i were you i would try to join in a Language learning program and learn it step by step and you will surely get to where you want.
