Welcome to the forums.

This is a good question! It's often overlooked by people who are starting out in writing. It's one of the basic elements necessary to form the rest of the story. The characters need to be `placed' to give it context. If you're writing a ghost story, you want to describe where the characters are, what things look like to them etc. It helps you to develop and make the plot believable too. The setting provides implication as to how your characters will proceed through the story.
