No, I can't see it.
Once you have
a) uploaded your sig pic (max. size 100pixels high X 500 pixels long and 19.5kbs max), then
b) clicked 'Insert Signature Picture' then
c) clicked 'Save Signature'
make sure the {sigpic} tags show in the text field :)
