help! 'Decline and Fall'

i am relativly new to this website (i did join ages ago but my computer broke down) any way i really need some help with a book i am reading. if any one has read Decline and Fall by Evelyn Waugh please try to answer this :why do all the characters pop up everywhere e.g. Grimes in prison.

I've read Decline and Fall a couple of times, but I can't say that there's a particular reason for certain characters popping up everywhere. It's not just in Decline and Fall - in Evelyn Waugh's other novels, the same thing happens (example: the Major in Vile Bodies).

There may be a reason for it, but I've never thought it was that significant.
