Sure you can. I use photobucket (http://www.photobucket.com/), a free image host. You must submit your email to register, but they don't share it with anybody and never send you spam.

Then you can transfer in your smileys by url or upload them from your hard drive. Photobucket gives you the necessary bb code (img) so you can just copy and paste the code when you feel like posting an image. I made a tutorial about doing all the things I just described. If you need the info, check the "posting images info" in my signature line. Or if you have a more specific question I would be happy to help you, just let me know. :)
