Ya, the first part of the book is pretty confusing... keep reading!
Anyway the Two Minutes Hate is a device used by the Party to control people. It lets them vent hateful feelings on Goldstein rather than anything related to the Party, and generates patriotism among Party members. The hate also aknowledges the fact that no resistance to the Party can succeed and people who attempt such action are less than human in a sense.

I think another strong aspect of the two minutes of hate, in addition to everything that has been mentioned, is that it is strongly involved in stripping the individuality of its participants. Instead of being individuals that can usurp the system they are merged into a hating mob that is incapable of thinking for itself and therefore is a group more easily controlled by the state.

http://www.liferesearchuniversal.com/1984-17.html#seventeen (1984 Chapter 17)
A Party member is expected to have no private emotions and no respites from enthusiasm. He is supposed to live in a continuous frenzy of hatred of foreign enemies and internal traitors, triumph over victories, and self-abasement before the power and wisdom of the Party. The discontents produced by his bare, unsatisfying life are deliberately turned outwards and dissipated by such devices as the Two Minutes Hate, and the speculations which might possibly induce a sceptical or rebellious attitude are killed in advance by his early acquired inner discipline.
The whole purpose is to make sure that the people remain in a frenzed state with respect to the enemy; not unlike the news propaganda that is frequently sent out by the government of today, telling us about "the plots, and the terrorists, who planned armed and violent rebellion against the people". We have people right now, who every time they hear those types of words, they line up to hand in thier basic freedoms, thinking they are getting some little bit of safety. And as Ben Franklin said "Those who trade a basic freedom for little security, deserve and recieve neither".

... also bear in mind the amount of energy it takes to express hate for two as described in the novel; tremendous! the party would rather have you express that energy for their purposes than to use it for personal enjoyment such as lust and sex, which Julia explains later as her small-scale Guerrilla tactic.
