in the book i noticed that winstion writes in his journal alot. i was wondering where would he get pen and paper if its illegal? is it because he works for the ministry of truth or did orwell forget about that in the book?

He gets them from a store in a prole area. It is not allowed but the law is not enforced because they also get shoelaces and such from those stores.
