When Winston and Julia finally decide to visit O'Brien, O'Brien turns off the telescreen and says that inner-party members can do it without getting in trouble. It seems to me that outer-party members are the only ones really being watched. The proles don't have telescreens, and the inner-party can turn them off? :rage:

The reason for this i think is because the outer party are the ones that ernt rele loyal becasue they get the crapps coffee and are usually disgruntel against big brother. The proles are uneducauted and serve no threat and the inner party is assumed to be very loyal and not as much of a threat
The outer party is the main threat becasue they work for the government and know things and are educated soo they have education and a reason to to bad, Inner have education no reason to do bad, Proles no education to stupid to do anything bad even through they are 85% of the population.

This makes sense. The inner-party and the proles do not need to be under surveillance, as they are not rebellious or a threat to Big Brother's authority, but the outer-party are.
It's as simple as that.
