Yes. In the chapter where Winston reads Goldstein's book, it is stated that life in all three superpowers are pretty much the same. The philosophies may have different names (IngSoc, New-Bolsheivism, or Death-Worship), buy they are nearly identical. The key to power to all three superstates is to keep thier citizenry forever ignorant, hate-filled, and deprived of basic necessities, and to re-focus their hate on their enemy du jour.
