Strangely enough something as simplistic as 'The Truman Show' might do the trick, the principle of being able to see all of Truman's movements and thus to be able to control his environment could probably be fairly easily compared to the role of Big Brother.

Enemy of the State would also be worth a look in that kind of context.

You should watch 'Brazil' by Terry Gilliam, which was originally intended to be a parody of '1984' (its original title would be '1984 and a half'.

Ohh, Brazil is an excellent movie, good idea. Seems to me that some of the symbolism of 1984 is found in Pink Floyd's The Wall the movie.
