I beleive that Winston's sister was taken back to get re-educated. I also think that if Winston didn't happen to steel his sister's chocolate and run off with it, he would have been sent to the re-education camps with her. Not only did his sister get taken away, but so did his mother. I believe that she was vaporized.

When winston was a kid he stole his sisters piece of chocolate when his mother gave them one piece each. He left for a few hours and when he came back he noticed that his mother and sister were missing. The sister was thought to have went to a re-education camp and the mother was thought to have been "vaporized".
