More than propaganda?!

Ok so I got this essay to do - the title whther the play is anything more than a propaganda presentation of the perfect king.. aaaahh!
I know there's one bit where I can say it's not just that - in Henry's soliloquy bit in I think it's Act 4 scene 1, but is there anything else?! I'd really appreciate some help because I have no idea whatsoever! I've been looking through it for days..
