    Winston's Journal

    Within the first chapter of the novel, Winston states that he bought his journal at a prole store. However, later on in the novel, it says that the ownership of such an item is dangerous in the eyes of Big Brother, but it is also stated that there are patrols stationed near the prole shops as well. Why do the patrols let these items remain up for purchasing?
