Yes, because some of the best writers were white, and a tad racist, because that was the norm back then. Also because having a black person as the main character in the 17th century would have been odd, to say the least.

In the countries were most writers are white (but not always most people) yes. But in the countries were most or all writers are black, there is a predominance of black characters.
And one can have a situation like In US where there are black characters depicted from a
white perspective like, for example in Faulkner and from the perspective of black writers like
Ralph Ellison:"Black is better than white. But American is best of all" (quoting from memory).
