They are kept in line by their lack of knowledge. The Proles unknowingly go along with the party's ideas and don't really care. They seem to only really care about surviving and taking care of themselves. The members of the party, on the other case, basically hold a place in the government, therefore need to be watched to make sure they stay in line and don't conspire against Big Brother. If they all stepped out of line, Big Brother would go down, but they would never be able to take him down due to their surveillance 24/7.
