These Emoticons - okay to use?

There're several emoticons I've noticed that I've always wanted to use, but haven't since I thought they may bring a delightful bonus of infraction points. Still, I always wonder, why are they there, then? The site owner has changed the emoticons that can be used in the past, so I guess he has no problem with the following:

I view emoticons the same way as I do exposing your hoo-hoo-dilly. Make sure you know the people well enough to know they wouldn't mind and take offense.
