    proper punishment

whats the literal meaning of the bold sentence ?

" When you look into the still , deep water ,
you can feel it looking back ,
trying to come up with proper punishment.
****ing water , who made you the boss ? "

Deep waters in stagnant rocky pools shall not be stared at or even looked at.

A sentence in a poem cannot be explained satisfactorily by taking it away from the real context of the poem. From the lines, it looks inspired by the Persian poets, for whom it was not unnatural to deal in frantic themes. It would have been good and interesting, had the full poem or at least the concerned whole stanza been posted here. Considering the primitiveness and ancientness of water when compared to the brief history of man on this earth, deep waters in stagnant rocky pools shall not be stared at or even looked at by mortal men. It is the immortal soup from which all life forms originated. Looking at it is like unlawfully entering into the tranquillity and serenity of the world's mother.
