In the book the government has pron distributed to the lowest class of people to make them feel dirty. Wouldn't the government have to see the porn before giving it out to them? If the government doesn't then what does it say about who they get it from? And what about the people in the porn? If the government gives it to the people then why should they be the one's to feel dirty. Shouldn't the government?

It's really more just catering to the demand. Keep them sexually fulfilled, encourage them to let out their desires in fantasy.

By distributing the porn to the Proles the goal is to slowly diminish there desire for sex. Porn is also something that is just degrating, demeaning and dehumanizing in the first place,. The government wants the Proles to seem dirty, basically not even human. This is the reason no one in the party is allowed to see it.
