I've read all Woolf's novels and some of our short stories. I would recommend "Orlando" because I found it not only fun to read because it's probably her most lighthearted work and it's not as stream of consciousness as TTHL, Mrs D, etc. But, on the other hand, if you want the instant immersion method, by all means, try "The Waves".

Mrs. Dalloway was my first novel by Virginia, and the second was To the Lighthouse. Now , I'm about to read The Waves. I would recommend you to read Mrs. Dalloway first.

If your first Woolf novel is not one of her stream-of-consciousness novels, you are just reading another standard novelist from the time.
But you, cloudless girl, question of smoke, corn tassel
You were what the wind was making with illuminated leaves.
ah, I can say nothing! You were made of everything.

skeptical that anyone who already posted will see this...but nonetheless:

I just tried mrs Dalloway for my first Virginia woolf book and I got about 40 pages in before it got the better of me. I hated it and threw in the towel...
