I use Beneton Movie Gif - it's free and allows resizing and frame dropping (though sometimes that's not an option, so I let it be single frame rather than worry about loss of effect.

If you install it there's a few unwanted behaviors that go with it however - like wanting to include taskbars etc, make sure to say no.
