Squealer is the type that would prefer to kiss up to the leader and reap all the benefits thereof without having to do any real work himself. He is simply not as ambitious as Napoleon: he can live an easy life by being secon-in-command without having to risk the dangers of being the leader.

Though Squealer was very intellegent, he may not have realized that there was a position of power to be abtained until after the introduction of the grown dogs, which gave Napoleon his power. And it stands to reason that if Napoleon was smarter, he would have let someone else be the dictator and do the dirty work for him, the benifits would have been tremendous anyway and if the plan failed then he could have just turned his back on the leader and play both sides.
Squealer was used to symbolize the press, or more personally, the Russian newspaper "Pravada." He wasn't meant to be a power, but a tool of the power, such as is the media when under the control of a dictator.

Does anyone of you know why squealer choose to support Napoleon rather than become a leader of himself? why squealer didn't be the true leader rather than became co-leader? In fact, he's eloquent and smarter than Napoleon???
