Escalus means balance, he is the measured character within the play. He does not counter balance any individual and can not be judgedagainst any other character.

The word Escalus sounds like scales, which fits with the idea of him being a balance. also this name is used for the Prince in Romeo and Julliet, again the prince is just.

2.1 shows Escalus, the moderate judge weigh up the illegal act of Froth and Ms Overdone. His judgement is a contrast to that of Angelo. Look at the first wored in teh play. Check the meaning of the latin word, 'Escalus' and ask why Sh used it. Comedy is seldom justs comedy in Sh. He contrasts and illustrates human behaviour all the time.
