There are two parts to the paper.
What is it that Orwell wants us to know and realize about politics and government?
How does what Orwell say in Animal Farm relate to us today?

I read the book and I really enjoyed it but I think I may have read it too much as a fairy tale to answer these questions. All I really know is that there can never be a government where everyone is equal. Someone will always rise to power. I have no idea how it relates to us today.

You could talk about the lies that politicians tell us to get our votes, or censorship of the truth, or the use of religious rhetoric in politics. Here's a list of themes in Animal Farm that might get you started.

Good luck!

Orwell said in his introduction that he wrote Animal Farm to show that the USSR was not a socialist country and socialists should criticize it, not defend it. "Every line of serious work that I have written since 1936 has been written, directly or indirectly, against totalitarianism and for democratic socialism, as I know it," he said in "Why I Write."

I hope that gives you somewhere to start.

If it is based only on Animal Farm, check http://www.online-literature.com/forums/showthread.php?t=25291, everything is there.

Of course, feel free to ask if you need anything else.

I'm probably biased, but I don't believe there's anywhere with as much information and immediate feedback as the thread Bazarov links to.

LitNet rules Orwell discussion.
