Keep in mind that Shakespeare wrote this play during the Elizabethan time period (1533 - 1603). According to the beliefs of that time ghosts and other such supernatural manifestations were seen as evil and against the church of England. Thus, when Horatio saw the ghost, he immediately thought of it as an evil entity hence the cry "this bodes some strange eruption to our state."

The 'strange eruption to our state' line is also important due to the word 'eruption' - which implies destruction from the INSIDE. (ie: Claudius' act of treason.)
