Kipling once wrote something to effect: "Life on the border will always be more dangerous because the border is where people and cultures clash."

I am looking for the exact quote and the name of the book it appeared in.

This is an old thread, but I will look for dialogue akin to the OP's paraphrase in The Man Who Would Be King, as I am reading the novel in conjunction with my other commitments. The tale may be an adventure story, but suddenly seems current, as so many world powers have bloodied their noses in these lands which stand still in time, even today.

I'd almost forgotten the charm of Kipling's narrative voice.
