The purpose of the weather is make the moment of the murder or of the apparition of Hyde more mysterious. It adds mystery and also the "horror" of seeing Hyde is emphasized. Imagine someone tells you that there is a really ugly and deformed person walking in a particular street at night. If you see him/her in that street at night, and it's foggy or there's mist, doesn't the weather make it more horrible?

fog represents jekyll trying to cover up truth about hyde and that utterson doesnt fully understand what is happening
