Could we reasonably argue that he was the most noteworthy novelist of the 19th century?

Yes, You can. Then someone will say that Charles Dickens is from that century as well and you will have to answer, who come first the chicken or the egg.

Dostoevsky could be considered the most important novelist of all time.

Definitely my favourite, unfortunately I have not read every novelist to have ever published so I can't really make a decision. :P

Maybe there is a reason why they weren't published or are forgotten?

From one lens he is insuperable. From another there can be a series of writers who can outsmart him.
Judging is a tough job, and we never can judge a writer, and if we do we become prejudiced.

Maybe there is a reason why they weren't published or are forgotten?

And maybe the reason had nothing to do with the quality of the work.
