Hamlets Procrastination

I am currently writing a school seminar on Hamlet. My chosen topic is Hamlets procrastination. I have decided and have begun writing about why hamlet procrastinates, and now halfway through am stuck... upon the whole "i will be their SCOURGE and MINISTER" . I have an understanding that they are different and do not understand why hamlet says he is both? someone PLEASEEEE enlighten me!!!!

It's "I must be their scourge and minister". And could you pls be clearer on why you are stuck, and how you do think that the words are different?
